The year 2003 was the most successful one for the Russian economy in the entire reform period. The main results were faster than expected GDP growth rates, a rise in real incomes, increased investment activity, a strong balance of payments and an unprecedented expansion of the country’s international reserves. At the same time, the Russian Government and Bank of Russia managed for the first time to ensure that the actual rate of inflation met the target set for the year.
