Enhancing financial inclusion for individuals and small and medium-sized enterprises (SMEs) is one of the main priorities of the Bank of Russia’s activities as part of the strategy for the advancement of the Russian financial market. Priorities of the Financial Inclusion Programme of the Russian Federation for 2025–2027 (hereinafter, the Financial Inclusion Priorities) is a key strategic document specifying the priorities of the regulator’s work and the issues requiring its particular attention because of their social importance for the Bank of Russia to fulfil its function of ensuring financial inclusion for households and SMEs.
